Vaal Central Water is a State-owned Entity, categorized as a Schedule 3B, National Government Enterprise, established in terms of the Water Services Act No.108 of 1997 and Public Finance Management Act No. 1 of 1999 as amended.
Vaal Central Water is accountable to the Minister of Water and Sanitation as its Executive Authority as well as to Parliament. The specific mandate is to supply bulk water within the service
areas of the mandate.
Vaal Central Water is governed by a Board comprising of non-executive Directors.
The Board is the Accounting Authority of Vaal Central Water regarding the Public Finance Management Act (PFMA), Act 1 of 1999. It is responsible for providing strategic direction and leadership, ensuring good governance and ethics, managing risk and materiality limits, financial stability and determining policy.
This accountability relates to the overall strategy and policy matters as well as finances.
Vaal Central Water’s day-to-day operations are delegated to the Chief Executive as the Accounting Officer together with the Management Team. This governance framework ensures Vaal Central Water’s independence and accountability.
The Entity undertakes to monitor Performance on Business Plan targets through the commitment of all Vaal Central Water staff and upholding the Entity’s values.
Since its establishment, Vaal Central Water has grown to the Free State and Northern Cape areas previously serviced by the former Sedibeng Water after incorporation with Bloem Water from August 2022.
The customer base of Vaal Central Water are the following Municipalities: Mangaung Metropolitan Municipality, Mantsopa, Matjhabeng, Kopanong, Nama Khoi, Dikgatlong, Nala, Tsantsabane, Khâi-Ma, Gamagara, Joe Morolong, Ga-Segonyana, Phokwane Local Municipalities, a total of twenty-six (26) Mines in both the Free State and Northern Cape Provinces, Six (6) solar generation plants in the Northern Cape, Kalahari East Water Users Association in the Northern Cape and other stakeholders that cannot be serviced by Municipalities within the area of service for the Entity.
Vaal Central Water supplies water to a wide array of regions across South Africa, utilizing various sources and infrastructure. The service area includes communities dependent on the Orange River, such as Bethulie, Philippolis, and Gariep, where water is pumped from locations like Tolhuis, Raft, and Hennie Steyn.
Further north, towns like Fauriesmith and Jagersfontein are served by sources like Kalkfontein Dam and boreholes.
Moving into the Free State, Bloemfontein benefits from Welbedacht Dam and multiple reservoirs, while Thaba Nchu and surrounding villages rely on Rustfontein and Groothoek Dams.
Additionally, the Northern Free State, Northern Cape, and parts of the Sand River and Vaal River regions receive water from facilities like Virginia and Balkfontein, ensuring a broad coverage of essential water supply across these diverse areas.

- Align the Entity’s operational plans with the IDP of the Municipalities, which include meeting the infrastructure plans in line with Reconciliation Study to meet the stated 2030 water demands and supply in the service areas.
- Ensure continuation of good Preventative Maintenance strategies/plans to mitigate the ageing infrastructure challenges.
- Pursue optimal funding solutions to cater for future demand.
- Prioritise budgets within the constraints of affordable tariffs.
- Initiate the River Health Programme in partnership with Stakeholders to address the ever-increasing pollution in the catchments.
- Engage stakeholders and create awareness for Water Resources management and conservation.
- Replacement of the infrastructure by the new technology.
