South African National Roads Agency SOC Ltd (SANRAL)

The South African National Roads Agency SOC Ltd, popularly known as SANRAL, is an independent statutory company responsible for the management, maintenance and development of South Africa’s proclaimed National Road network which includes many (but not all) National (“N”) and some Provincial and Regional (“R”) route segments.

As a public entity, SANRAL is wholly owned by the South African government – which is represented by the Minister of Transport.

The South African National Roads Agency actively participates in communities across South Africa.

SANRAL has a corporate centre in Hatfield, Pretoria and four regional locations across South Africa. The regional offices are located in Menlyn in Pretoria, Pietermaritzburg; Port Elizabeth, and Bellville in greater Cape Town.

The South African National Roads Agency (SANRAL) manages assets worth in excess of R30 billion, without land values.

The mission of the South African National Roads Agency (SANRAL) is delivering a safe efficient, reliable, and resilient national road transport system for the benefit of all the people of South Africa.

Mandate

SANRAL has a distinct mandate to:

  • Finance, improve, manage and maintain the national road network (the “economic arteries” of South Africa). SANRAL introduced and consolidated the concept of Public Private Partnerships that culminated in the internationally acclaimed Maputo Development Corridor
  • Commit to carry out its mandate by protecting and preserving the environment through context-sensitive solutions
  • Continue supporting the development of South Africa’s human capital through tertiary institutions and cooperative governance

Principal Tasks

The principal tasks of the South African National Roads Agency (SANRAL) are to:

  • Strategically plan, design, construct, operate, rehabilitate and maintain South Africa’s national roads in order to mobilise the country’s economy
  • Generate revenues from the development and management of its assets
  • Undertake research and development to enhance the quality of life of all South African citizens, with particular emphasis on their social and economic well-being
  • Advise the Minister of Transport on matters relating to South Africa’s roads
  • Finance, plan, construct, provide, operate and maintain roads in neighbouring countries upon request from the Minister of Transport and in agreement with the respective countries

Sources of income

SANRAL has two primary sources of income.

  • Toll roads are funded from borrowings on the capital and money markets – bonds issued on the Bond Exchange of South Africa (BESA) in the name of the South African National Roads Agency Limited, or through the concessioning of roads to private sector consortia.
  • Non-toll roads are funded from allocations made by the National Treasury
