National Skills Authority (NSA)

The National Skills Authority (NSA) is a statutory body that was first established in 1999 in terms of Chapter 2 of the Skills Development Act 1998.

On 1 November 2009, following the transfer of the skills development legislation and functions from the then Department of Labour (DoL) – now the Department of Employment and Labour (DEL) – to the Department of Higher Education and Training (DHET) (Proclamation 44 of 2009), the National Skills Authority was also transferred from the DoL to the DHET.

The National Skills Authority is an integral part of the Department of Higher Education and Training (DHET) and not a public entity or a state-owned company.

The National Skills Authority reports to the Minister of Higher Education and Training.

Established as part of “an institutional and financial framework” to achieve the purposes of the Act, Chapter 2, Section 5(1) (a-e) of the Act states that the functions of the National Skills Authority are:

  • To advise the Minister on:
    • a national skills development policy
    • a national skills development strategy
    • guidelines on the implementation of the national skills development strategy
    • the strategic framework and criteria for allocation of funds from the National Skills Fund (NSF)
    • any regulations to be made
  • To liaise with SETAs on:
    • the national skills development policy
    • the national skills development strategy
    • sector skills plans; to report to the Minister on the progress made in the implementation of the national skills development strategy
  • To conduct investigations on any matter arising out of the application of this Act
  • To liaise with the Quality Council for Trades and Occupation (QCTO) on occupational standards and qualifications
  • To liaise with the QCTO standards and qualifications
  • To exercise any other powers and perform any other duties conferred or imposed on the Authority by this Act

The mission of the National Skills Authority is to provide strategic leadership in support of an improved Post-School Education and Training (PSET) system for a capable South Africa.
