Municipal Demarcation Board (MDB) – South Africa

In South Africa, the Municipal Demarcation Board (MDB) is an independent authority (Constitutional Body) of the national government, in charge of delimiting the boundaries of South African districts and municipalities and the boundaries of the electoral wards within those municipalities.

The Board’s status as an independent authority is also protected by Section 3 of The Local Government: Municipal Demarcation Act of 1998, and various judgements by the Constitutional Court.

The mission of the Municipal Demarcation Board is to create spatial conditions for sustainable development and transformation of local communities through municipal and ward boundary demarcation; provide advisory services; and serve as a knowledge hub for stakeholders to promote socio-economic development, democratic participation, equality and access to services.

In addition to the determinations and redeterminations of municipal boundaries, the Board is also mandated by legislation to declare the district management areas, delimit wards for local elections, and assess the capacity of municipalities to perform their functions.

The legislation provides for the following functions of the Board:

  • Determination and redetermination of municipal boundaries
  • Delimitation of wards for local elections
  • Assessment of the capacity of district and local municipalities to perform their functions as provided for in the Constitution and the Structures Act
  • The declaration and withdrawal of the declaration of district management areas. In addition, the Cabinet approved a leading role for the Board in assisting government departments in aligning their functional service delivery boundaries to municipal boundaries

The board consists of ten board members, appointed by the President for a five-year term.

Except for the chairperson, the members of the Board serve on a part-time basis. There is also a small support staff for administration and research.

The current board members of the Municipal Demarcation Board were announced on Thursday 29 February 2024, after being appointed by President Cyril Ramaphosa.

The Board appointment took effect on Friday 1 March 2024, for five years ending February 2029.

The members are undoubtedly empowered to execute their governance and statutory roles efficiently and effectively to lead the MDB to greater heights.
