About

Mogale City Local Municipality is geographically situated in the northern part of the West Rand District Municipality.

The municipality is named after Chief Mogale wa Mogale, a MoTswana chief of the BaPô ba Mogale clan and the last pre-colonial leader to rule over the region from Hartbeespoort in the North West Province up to Magaliesburg.

Gold played a major role in the history of Mogale City, particularly during the first half of the 20th century when there were numerous clashes between the British and the Boers over the ownership of the area.

Mogale City Local Municipality covers an area of 1,342 km² (518 square miles) making it the second-largest local municipality in the Sedibeng District. It occupies up to 5% of Gauteng Province’s land.

The administrative headquarters/seat of Mogale City Local Municipality is in Krugersdorp.

Mogale City is a heritage and eco-tourism destination that incorporates a variety of tourist attractions ranging from beautiful scenery, natural vegetation, heritage, and culture hence the municipality’s tagline “Experience World Heritage, where Leisure and Adventure Awaits”.

The municipality also offers a sunny climate almost year-round, and while it has all modern comforts such as first-class hotels, quality restaurants, and good infrastructure, it is the spectacular scenery that gives this area its country charm.

Mogale City Local Municipality is also home to a world-leading tourism destination, the Cradle of Humankind, one of eight UNESCO World Heritage Sites in South Africa, and the only one in Gauteng, renowned as the place where humankind originated.

Also located in the heart of Mogale City is Muldersdrift, a picturesque rural area situated 27 kilometres northwest of the CBD between Johannesburg and the Magaliesberg mountain range.

Mogale City Local Municipality is largely rural with a specific urban concentration in the southeastern part of the municipality where it interfaces with the Gauteng urban complex.

The rural environment is characterised by prominent features such as the Witwatersberg and Magaliesburg Ranges in the northwest.

Rural towns in Mogale City Local Municipality are Magaliesburg, Tarlton, and Hekpoort, located in the west.

Mogale City Local Municipality is accessible from all the major urban and rural centres of Gauteng and the North West Province namely Johannesburg, Midrand, Pretoria, Randfontein, Soweto, and Hartbeespoort.

Mogale City does however have the strongest functional urban linkages with the City of Johannesburg whilst places such as Kagiso and Krugersdorp are primary urban complexes that form part of the Corridors of Freedom in Gauteng.

The strongest East-West transport linkages between Mogale City and the City of Johannesburg are along the R24 while the N14/R28 highway links Mogale City with the City of Tshwane.

An urban concentration is found in the southeastern part around Krugersdorp and Kagiso. The Krugersdorp CBD is the main business, social and administration centre and fulfills a regional function. The areas around Krugersdorp are established middle-to-high-income residential areas with a full range of urban amenities, services, and facilities.

The areas to the south of Krugersdorp, namely Azaadville, Kagiso, and Rietvallel (referred to as the Kagiso complex), are predominantly disadvantaged settlements with more limited access to service and facilities. The Kagiso complex is physically separated from Krugersdorp’s urban areas by an extensive mining belt that runs roughly in an east-west direction through the area.

Population

According to the South African National Census of 2022, Mogale City Local Municipality has a population of 438,217 people, compared to 383,864 in 2016, and 362,618 in 2011.

The municipality has a population growth per annum of 1.84%.

According to the 2022 Census, 22.9% of the population is under the age of 15, 71.2% is between 15 and 64, and 5.9% is over 65.

Racial makeup

According to the 2022 Census, 75.6% of the population in Mogale City Local Municipality describe themselves as Black African, 21% as White, 2.2% as Indian/Asian, and 0.8% as Coloured.

Languages

According to the 2022 Census, 31.7% of the population speaks Setswana as their first language, 17.2% speak Afrikaans, 11.2% speak isiZulu, 9.7% speak English, and 30.2% speak other languages.

Municipal council and management

The Mogale City municipal council is comprised of 77 members elected by mixed-member proportional representation.

Thirty-nine councillors are elected by first-past-the-post voting in 39 wards, while the remaining 38 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.

In the election of 1 November 2021, the African National Congress (ANC) won a plurality of thirty-one seats on the council but failed to win an overall majority by eight seats.
