The Free State Department of Social Development is the department of the Free State Provincial Government mandated to enhance the quality of life of all people within the Free State Province of South Africa by rendering developmental social services.
The mission of the Free State Department of Social Development is to transform our society by building conscious and capable citizens through the provision of integrated social development services.
The objectives of the Free State Department of Social Development are:
- Human dignity, which is a fundamental human right that must be protected in terms of the Constitution of South Africa, and facilitates freedoms, justice and peace
- Respect, which is showing regard for one another and the people we serve, and is a fundamental value for the realisation of development goals

- Fairness, which expresses our commitment to providing services to all South Africans without prejudice based on race, gender, religion or creed
- Equality, which we seek to ensure equal access to services, participation of citizens in the decisions that affect their lives, and the pursuit of equity imperatives where imbalances exist
