About

The Collins Chabane Local Municipality was established after the August 2016 local elections by merging portions of the Thulamela and Makhado local municipalities.

The municipality is geographically located in the east and southeastern regions of the Vhembe District Municipality, about 191 kilometres from Polokwane City.

The municipality is named after the late Collins Chabane, a former South African Minister of Public Service and Administration and anti-apartheid activist.

The Collins Chabane Local Municipality covers an area of 5,003 km² (1,932 square miles), making it the second-smallest local municipality in the Vhembe District as it accounts for 20% of its geographical area.

The administrative headquarters/seat of the Collins Chabane Local Municipality is in Malamulele.

Apart from the two main towns namely, Malamulele and Vuwani, the municipality comprises 173 Villages and three informal settlements.

The municipality is divided into 36 wards.

The Collins Chabane Local Municipality is bordered by:

  • Musina and Thulamela Local Municipalities to the north
  • Makhado Local Municipality to the west
  • Greater Letaba and Greater Giyani Local Municipalities in the Mopani District Municipality to the south
  • Kruger National Park to the southeast
  • The Republic of Mozambique to the east

The Collins Chabane Local Municipality is flanked by two dominant roads, namely D4 which connects the municipality to the N1 to Musina and Gauteng, and the R81 which connects the municipality via Giyani to Mopane and Polokwane.

Population

According to the South African National Census of 2022, the Collins Chabane Local Municipality has a population of 443,798 people, compared to 347,974 in 2016, and 328,529 in 2011.

The municipality has a population growth per annum of 2.92%.

According to the 2022 Census, 35.5% of the population is under the age of 15, 57.7% is between 15 and 64, and 6.8% is over 65.

The main economic sectors of the Collins Chabane Local Municipality are agriculture, trade, finance, community services, and transport.

Municipal council and management

The Collins Chabane municipal council is comprised of 71 members elected by mixed-member proportional representation.

Thirty-six councillors are elected by first-past-the-post voting in 36 wards, while the remaining 35 are chosen from party lists so that the total number of party representatives is proportional to the number of votes received.

In the election of 1 November 2021, the African National Congress (ANC) won a majority of 55 seats on the council.
